The Qualifications and Credit Framework (QCF) is a framework that is replacing the existing National Qualifications Framework (NQF). It is a new way of recognising skills and qualifications, by awarding credit for qualifications and units (small steps of learning). It enables people to gain qualifications at their own pace along flexible routes.
The QCF is designed to make sure future qualifications allow a flexible, 'mix and match' approach to meeting the different development needs of the workforce. (Download the Introduction to the Qualification & Credit Framework)
Every unit and qualification in the framework will have both a credit value and a level:
- one credit represents 10 hours of average learning time and so the credit value shows how much time it takes to complete.
- the level shows how difficult the unit or qualification is and this can be anywhere between entry level and level 8.
There are three sizes of qualification in the QCF:
Award (1-12 credits)
Certificate (13-36 credits)
Diploma (above 36 credits) - not linked to the 14-19 Diploma.

| Entry Level | National Awards | Qualifications and awards such as Entry Level Certificates and Skills for Life recognise basic knowledge and skills and the ability to apply learning in everyday situations. Learning at this level is not geared towards specific occupations but focuses on the individual building basic knowledge and skills i.e. literacy and numeracy |
| Level 1 (Credits 1- 12) | Award | Learning at this level recognises basic knowledge and skills and the ability to apply learning with guidance or supervision. These qualifications are mainly concerned with activities related to everyday situations. A level 1 qualification may be linked to job competence; however, it is likely that level 1 related jobs will become scarce as employment becomes increasingly knowledge based |
| Level 2 (Credits 13 - 36) | Certificates / Qualifications | Gaining this level of qualification demonstrates good knowledge and understanding of a subject or specific area of work. It confirms an individual has the ability to perform a variety of tasks with some guidance or supervision. Achieving a level 2 qualification is appropriate for many job roles as this is increasingly becoming the minimum qualification level required by organisations |
| Level 3 (credits 37+) | Diplomas | Attaining a qualification at this level acknowledges the ability to gain and apply a range of knowledge, skills and understanding at a detailed level. Level 3 qualifications are appropriate/suitable for people wishing to go to university, to work independently or in some areas to supervise and train others in their field of work |
| Level 4 - 8 (Credits 37+) | Advanced Diplomas / Level 4-5 NVQ's | These levels include professional and work-based qualifications such as Higher National Diplomas, Level 4 and 5 NVQs, BTEC Professional and Advanced Professional Diplomas, Certificates and Awards. They involve specialist learning and high level knowledge of an area of work or study appropriate for people working in technical and professional jobs or managerial roles. These qualifications are equivalent to those provided by universities and other higher education institutions |
